MEAL Officer (National Contract)
The MEAL Officer is a part of the SCI South Sudan Programme MEAL team, based in Bor South, to support the implementation of the overall MEAL system. The MEAL Officer will be a part of the Monitoring, Evaluation, Accountability and Learning (MEAL) team, supporting implementation of the overall MEAL system. She/He will be responsible for conducting quality monitoring visits against Quality Benchmarks; Support the program team to appropriately report on indicators thought the Output Tracker (OT) and Indicator Performance Tracking Table (IPTTs) of projects in the designated area; support the programme team to ensure learning and accountability systems are working effectively in the areas of operation including routine collection of feedback from beneficiaries. The MEAL Officer will have a responsibility in ensuring data is stored appropriately in a central location that is accessible to program and MEAL staff.
He/she will work with the central MEAL team to ensure that the data needed to track progress against commitments is collected and communicated to the Juba team, is being reviewed to increase data quality and inform project adjustment where necessary, and is available in a timely manner to provide decision makers with the information they need to make evidence based decisions. He/she will assist the running of the MEAL system including the following activities; data collection, data entry, database management and analysis; coordination with the sector response programmes, assisting with planning field visits and assessments and evaluations in Bor, for both partners and SC direct projects. The MEAL Officer will also support the planned activities for integrating a high level of beneficiary accountability across the programmes and will generally support the central MEAL team and programme teams to ensure learning and accountability systems are working effectively within the programmes.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
QUALIFICATIONS AND EXPERIENCE
Bachelor’s Degree in social sciences (public health, education, development, M&E, or information technology)
- 2 years of monitoring and evaluation and/or research experience with at least 1 years Officer level experience, preferably with INGOs
- Trained in data management and with at least one-year experience working with Excel managing databases
- Familiarity with project frameworks (design/implementation/M&E) cycle
- Experience in quantitative and qualitative data collection (M&E methods) and data analysis
Good English written skills
Proficiency in Windows software, e.g. Word, Outlook, Excel
Commitment to and understanding of SCI vision, mission and values
Enthusiasm, motivation, self-confidence, and a proactive approach to problem solving
Excellent interpersonal skills and can work as part of a team
Contract Duration: 10 Months
Location: Bor Field Office, South Sudan.
