Purpose
The Information Officer works to enhance the Delegation’s understanding and analysis of its socio-economic and geo-political factors in its operational environment. S/he support crisis and reputation management through timely, relevant analytical products and tools. S/he leads efforts within the Public Communication team to connect with relevant audiences through digital content and positioning of the ICRC amongst local and global audiences on issues of concern to the ICRC in South Sudan through its digital platforms and channels.
Functional Responsibilities
Under the supervision of the Public Relation Officer, the Information Officer is responsible for the following duties:
Environment Scanning and Analysis – 60%
- Identifies, develops appropriate environment scanning strategies, tools, systems and platforms that deliver timely, concise and accessible environment scanning products to address the needs of the Delegation, other delegations of the ICRC as well as ICRC Headquarters as appropriate in consultation with the Public Relations Officer and Communication Coordinator / Deputy Communication Coordinator.
- Ensure the timely delivery of concise, accessible and relevant environment scanning products such as background briefings, structured analysis, to clients within the delegation, other ICRC delegations affected by the events as well as ICRC Headquarters as appropriate in consultation with the Public Relations Officer and Communication Coordinator / Deputy Communication Coordinator.
- At request or own initiative, alerts the Delegation to new trends and developments concerning humanitarian problems and thematic or policy issues of interest to the ICRC in countries covered by the South Sudan Delegation, and further contextualizes these developments for the understanding and benefit of colleagues in the Delegation and ICRC headquarters.
- Supports Delegation’s identification and updating of emerging interests of key stakeholders, be they thematic or context specific, as well as its identification of areas of potential collaboration
- Supports the continuous development and updating of a department and Delegation mapping of influencers, direct and indirect, and explores the relationships the Delegation can build with those actors.
Digital Communication and Engagement – 40%
- Drafts and edits posts and campaigns for the Delegation’s social media platforms in line with the Delegation Public Communication and / or Digital Strategy and priorities in consultation with the Public Relations Officer and Deputy Communication Coordinator.
- Manages engagement with digital audiences on the delegation social media platforms and webpage.
- Creates, edits, repurposes and publishes a wide variety of engaging content for digital channels, using audiovisual products (videos, photos, etc.).
- Ensures accurate, timely and effective delivery of digital content and campaigns, optimized for search and audience engagement.
- Produces reports and reviews to highlight the impact of the social media strategy on ICRC’s work in South Sudan.
- Monitor social media for trends and issues related to the work of ICRC in South Sudan and provide relevant information to all the departments, based on a daily monitoring of online platforms.
- Participate in the development of the Delegation’s communication strategies for public engagement through social media, including testing new tool and approaches for better outreach.
- Develops and maintains relations with the digital team in Nairobi, Kenya.
- Shadows the AV producer in his absence by producing engaging content for social media according to the characteristics of a given platforms.
Certification/education required
- University degree in journalism, communications, political science or international relations. Master’s degree in a relevant field an advantage.
- 3 to 5 years professional experience as a journalist, researcher, information analyst or digital engagement specialist.
- Capacity to analyse the geo-political and socio-economic environment including proven experience in preparing background briefs, reports and carrying out in-depth research.
- Excellent writing, editing and public speaking skills including ability to communicate about technical matters in simple and concise language.
- Proven experience of publishing and engaging audiences using social media platforms (Facebook, Twitter, TikTok, Instagram, etc). Experience in managing social media platforms for a humanitarian organization a distinct advantage.
- Proven experience in audio-visual production (photography, video and radio) a distinct advantage.
- Experience in web editing and familiarity with search engine optimization an advantage.
- Fluency in written and spoken English. Knowledge or written and spoken Arabic a distinct advantage.
- Ability to work effectively under limited supervision in a team environment
